PNG Leaders Step Up Fight Against Fakes With Anti-Counterfeiting Educational Foundation

New nonprofit entity created to accept donations for important 2019 work by Anti-Counterfeiting Task Force

(Temecula, California) November 29, 2018 – The Anti-Counterfeiting Task Force (ACTF) accomplished major victories combatting fakes and educating the public about counterfeits in the marketplace in 2018, according to ACTF Coordinator Beth Deisher. She envisions continued success in 2019 following the recent major reorganization of the group’s parent organization, the Anti-Counterfeiting Educational Foundation (ACEF).

The nonprofit Foundation originally was operated by the Industry Council for Tangible Assets (ICTA) but recently left ICTA. As of November 20, 2018, the Foundation’s Board of Directors now is composed of volunteer members of the Professional Numismatists Guild (www.PNGdealers.org) Board who will handle the administrative duties and assist with fund-raising needed to support ACTF’s efforts to fight fakes.

“The Foundation continues as a 501(c)(3) corporation and is separate from PNG. All donations to ACEF are tax deductible,” emphasized the Foundation’s and PNG’s Executive Director Robert Brueggeman whose background is in law enforcement and security.

“PNG will continue to provide $10,000 a year to the Foundation and individual PNG members also are making donations, such as Wayde Milas and Brett Charville who each pledged $10,000 a year for five years. The Foundation and its Anti-Counterfeiting Task Force operate solely on donations, and there is a large need for additional funds of any amount from individuals as well as hobby and trade organizations so this crucial work can continue,” Brueggeman emphasized.

Among other recent donations, the Central Ohio Numismatic Association again contributed $1,000 to ACEF.

Deisher explained, “The ongoing influx of counterfeit rare coins, bullion coins and grading service holders in the marketplace is a potential problem for virtually every collector and dealer. Among our goals for 2019 is to increase educational programs for the collecting community and the public about how to protect themselves from being defrauded by counterfeit coins and precious metals bars they encounter. One of the ways to do that will be with a new ACEF website, which we expect to be operational by mid to late December.”

“We also want to expand the task force’s network of experts who can assist law enforcement agencies in identifying counterfeits. Another planned effort in the coming year is seeking changes in local, state and federal laws and regulations to give higher priority and faster adjudication for counterfeiting crimes,” said Deisher.

Deisher will serve as Director of Anti-Counterfeiting for the Foundation and Coordinator for its Anti-Counterfeiting Task Force.

In addition to Deisher, there are 44 volunteer members of the Anti-Counterfeiting Task Force. Among the ACTF’s major accomplishments in 2018 were:

  • Provided assistance in more than 30 active cases of counterfeit coins and precious metal bullion products being investigated by U.S. Customs and Border Protection, U.S. Homeland Security Investigations, U.S. Secret Service, and U.S. Treasury Department’s Office of Inspector General.
  • Expanded the Anti-Counterfeiting Task Force’s Expert Network and providing experts to assist law enforcement in identification of counterfeit coins and bars. The largest case prosecuted during 2018 involved seizure of thousands of counterfeits. If the fakes in this single case had been genuine they would have had a retail market value of more than $48 million.
  • Sponsored and mounted an unprecedented five-case, public education exhibit of counterfeit coins and bars during the American Numismatic Association’s World’s Fair of Money® in Philadelphia. The counterfeit items were made available through special arrangement with the U.S. Department of Homeland Security Investigations.
  • Developed and conducted the first survey to determine prevalence of counterfeit coins and precious metals bars in the U.S. marketplace.
  • Worked with supervisors of Customs and Border Protection’s (CBP) regional centers to determine the best methods of providing educational materials and training CBP agents to create awareness of counterfeit coins and precious metals bars illegally entering the United States.

Finalized With $100,000 PNG Anti-Counterfeiting Donation

(Willowbrook, Illinois) November 9, 2018 – Rare Coin Company of America, Inc. (RARCOA, www.rarcoa.com) of Willowbrook, Illinois and Standard Numismatics LLC of Chicago have completed their previously announced merger. In recognition of finalizing the arrangement, leaders of both firms, RARCOA Chief Executive Officer Wayde Milas and Standard Numismatics President Brett Charville, are each donating $50,000 to the Professional Numismatists Guild (www.PNGdealers.org) to help combat counterfeits.

“RARCOA has been in business for over 80 years, and I’m not sure our profession has ever encountered a danger as real as the current threat of counterfeiting. For the profession and the hobby to thrive for another 80 years we must pull out all the stops to combat counterfeiters,” said Milas who serves as PNG Treasurer.

“Over the years I have come to realize just how fortunate I am to be part of the numismatic community, and I want to make sure I’m doing my part to combat the very real dangers that threaten our beloved profession every day by counterfeiters. The successes I’ve enjoyed may not be possible to future generations if counterfeiters have their way,” said Charville, a member of the PNG Board of Directors.

“The PNG is delighted that Wayde and Brett are so generous with a combined donation of $100,000 to support the fabulous work of the Anti-Counterfeiting Task Force (ACTF). The PNG looks forward to working with Beth Deisher, ACTF’s Director of Anti-Counterfeiting, to continue and advance the success of the program,” said PNG Executive Director Robert Brueggeman. He serves on the steering committee of the Anti-Counterfeiting Educational Foundation.

Now that the merger has been completed, Evan Clarke, a staff numismatist with Standard Numismatics, will be leaving RARCOA on November 21, and Charville will leave on December 31.

“Both Brett and Evan worked tirelessly to merge our two organizations and their efforts did not go unnoticed. We thank them for their assistance during the merger and we wish them both the best in their future endeavors,” said Milas.

Former PNG President Jeffrey Bernberg has moved up from RARCOA Vice President to become the firm’s Chief Operating Officer, and RARCOA trader Cole Twitchell now is the firm’s Managing Director of U.S. Gold Trading.

Another Standard Numismatics staff member, Ryan Cook, has become Director of Modern and Retailer Programs at RARCOA.

This past summer, the PNG donated more than $15,000 to the Anti-Counterfeiting Task Force. The money was raised through donations from PNG Board members and from a portion of the fees from PNG members who took tables at the PNG/ANA Numismatic Trade Show in Philadelphia in August.

PNG Reports Physical Gold Buyers Returning

(Temecula, California) October 19, 2018 – The recent rise in gold’s price has sparked a return to the physical gold market of former customers along with new retail buyers, according to officials of the Professional Numismatists Guild (www.PNGdealers.org). The Temecula, California-based PNG is a non-profit trade association composed of many of the country’s top rare coin and bullion coin dealers.

“Comments we’ve been hearing from members of our Accredited Precious Metals Dealer program (https://apmddealers.org) indicate that with the recent uptick in the spot price previous clients are again buying gold bullion coins. The dealers are also getting some inquiries and sales from new customers,” said PNG President Barry Stuppler of Woodland Hills, California.

“In addition to the U.S. American Eagle and Canadian Maple Leaf bullion coins, some common date, century-old U.S. gold coins are selling now for just a small fraction above their precious metal content. The same is true for some late 19th and early 20th century U.S. silver coins. There’s an opportunity now to acquire these kinds of coins at a low premium over their melt value,” said Stuppler.

“Many of the dealers I’ve talked to believe that inflation will be coming back by June 2019 and that will drive more gold and silver buyers,” added Stuppler.

“We actually started seeing interest when gold was in the $1,180 to $1,200 range with the return of long-time buyers,” said PNG Vice President Richard Weaver of Broomall, Pennsylvania. “We are seeing some new faces, but they’re not making large quantity purchases.”

“While precious metals are firming up from their June/July skid to 2018 lows, the strong declines in stocks have been a bigger driver of public buying of gold in my opinion,” stated former PNG President Dana Samuelson of Austin, Texas. “Investors are clearly taking some stock profits as Wall Street volatility increased and they’re moving some of those profits to safer or more opportune areas, including gold and silver.”

PNG-APMD member David Nelkin of Eugene Oregon cited apprehension as one of the motivating factors bringing buyers into the gold market again or for the first time: “Lots of customers feel like precious metals should go up given the present political and economic atmosphere in the country and the world. We also have many clients who see a collapse coming and think they will need precious metals to survive.”

PNG Treasurer Wayde Milas of Willowbrook, Illinois cited some of the historic U.S. gold coin types now selling close to melt value. “Some Liberty Head and Saint-Gaudens design $20 denomination Double Eagles, $10 Indian Head and $10 Liberty Head Eagles and $5 Liberty Head Half Eagle in Mint State 64 (on a 1 to 70 grading scale) are at or near premium lows,” he said.

Several Accredited Precious Metals Dealer program members believe the future depends on the stock market.

“Primarily from what our customers are saying, I am gathering that mostly they want to diversify their investments,” explained PNG-APMD member Tony Adkins of Bloomington, Minnesota.

Former PNG President Gary Adkins of Minneapolis, Minnesota called it “a mixed bag with less buyers than sellers taking advantage of the higher gold price to liquidate. Until we see higher interest rates, that will be the case.”

“We need a more sustained and stronger move up (for gold prices) and more downward pressure on the Dow,” stated PNG-APMD member Warren Mills of Milford, New Hampshire.

PNG-APMD member Diane P Rapanotti of Kingston, Washington says her customers’ outlook for gold is based on political affiliation: “My liberals don’t think the economy, as it is, can be sustained and metals will go up. My conservatives think we are in a great economy and it can be sustained through the Trump term. Thus, metals will go down.”

PNG Donates To ICTA’s Anti-Counterfeiting Efforts

To help fight fake numismatic merchandise in the marketplace, the Professional Numismatists Guild (www.PNGdealers.org) has donated $15,525 to the Industry Council for Tangible Assets Anti-Counterfeiting Task Force (www.ictaonline.org/actf).

“Our PNG Board members personally donated $10,500 and the remainder of the money came from a portion of the fee for PNG members who took tables at the 2018 PNG/ANA Numismatic Trade Show in Philadelphia,” explained PNG Executive Director Robert Brueggeman.

The donation was announced by PNG President Barry Stuppler at the PNG Awards banquet in Philadelphia, August 13.

“Counterfeiting is a problem that potentially confronts every dealer and every collector, and certainly can be a problem for every member of the general public who unsuspectingly buys a fake coin or banknote from a non-PNG member dealer at a flea market or online,” explained Stuppler.

“This donation is part of PNG’s ongoing support for ICTA’s anti-counterfeiting efforts. We applaud ICTA’s Anti-Counterfeiting Task Force (ACTF) for arranging with the Department of Homeland Security to exhibit recently confiscated fakes that could have caused millions of dollars of grief for unwary buyers,” he added.

The five-case exhibit was displayed at the American Numismatic Association’s 2018 Philadelphia World’s Fair of Money®. PNG Vice President Richard Weaver, who is a member of ACTF’s Research Work Group, will be helping to develop plans for future educational displays.

ICTA Director of Anti-Counterfeiting Beth Deisher thanked PNG for its donation, noting that ACTF is funded entirely by donations.

“All of the money we receive goes directly to educating law enforcement and policymakers about the rising threat of counterfeiting, mobilizing law enforcement to attach counterfeiters where they are most vulnerable, and providing expertise and other resources in the investigation and prosecution of those who buy and sell fakes. ACTF is also developing programs to inform dealers, collectors and the general public about how to avoid being deceived by fakes and defrauded by those trafficking in counterfeits,” said Deisher.

Brueggeman added: “We strongly encourage other dealers and collectors to make donations to assist with ICTA’s crucially important work in combatting numismatic counterfeits.”

PNG 2018 Lifetime Achievement Award Presented to Donn Pearlman

(Philadelphia, Pennsylvania) August 13, 2018 – The Professional Numismatists Guild (www.PNGdealers.org) presented its 2018 PNG Lifetime Achievement Award to Donn Pearlman, an award-winning numismatic writer, public relations counselor and a former Chicago radio and television broadcaster. The honor was announced during the PNG’s annual awards banquet held this year in Philadelphia, Pennsylvania on August 13.

President of Donn Pearlman & Associates in Las Vegas, Nevada, he has helped generate positive national and international headlines about the hobby and profession for almost five decades. A collector since the age of eight, Pearlman serves as the PNG’s publicist and is a former member of the American Numismatic Association Board of Governors.

Here are the other 2018 PNG awards and winners announced at the banquet.

The Robert Friedberg Award for an outstanding book or other literature was presented to author Don C. Kelly for Obsolete Paper Money – A Guide With Prices, published by The Paper Money Institute, LLC, Oxford, Ohio, 2018.

The Sol Kaplan Award, which recognizes efforts and contributions in combatting crimes against the numismatic community and is jointly presented by the PNG and the Lewis M. Reagan Foundation, was given to Richard Weaver of Delaware Valley Rare Coin in Broomall, Pennsylvania.

Weaver’s crucial work with the Industry Council for Tangible Assets’ Anti-Counterfeiting Task Force, Homeland Security, Customs and Border Protection, and the Bureau of Alcohol, Tobacco, Firearms and Explosives led to the successful apprehension of a suspect in New Jersey who was allegedly involved in the illegal importation and sale of counterfeit coins and ingots as well as counterfeit certification service holders. It is estimated that if the now confiscated items had been sold to unsuspecting retail customers they would have had a value of more than $48 million.

ICTA Executive Director Kathy McFadden received the Significant Contribution Award. It is given to those who have made exceptional, beneficial efforts over the years on behalf of PNG and the profession and added to the hobby. McFadden is a national leader in seeking fair legislative and regulatory authority in the marketplace as well as in the fight against counterfeits.

Anthony Terranova of New York received the Art Kagin Ambassador Award. This award is named after a former PNG President who provided distinguished service as an advocate of numismatic goodwill.

Charles “Charlie” Browne of New Hampshire, who passed away in May, was posthumously honored with the Abe Kosoff Founders Award. The Kosoff Award is presented to a PNG member-dealer with steadfast dedication to the entire numismatic community and who has made a significant contribution to the Guild or to the numismatic fraternity.

Seven veteran dealers were recognized for 25 years of membership in the PNG: Kathleen Duncan; Richard K. Duncan, Sr.; Michael Fuljenz; Todd Imhof; Dwight Manley; Maurice Rosen; and Glenn Schinke.

“The reality of a real trade war and its effect on the U.S. and world economies has finally hit the precious metal markets. The premium between the intrinsic value and market value of many pre-1934 dated gold coins is at its lowest point in decades, he noted.

“In my 50-year history of monitoring precious metal prices, one thing has happened again and again. Before any major gold/silver rally, there was a clean out, and normally it’s quick. A quick, sharp drop in any precious metal price allows the professionals to watch the small speculators being stopped out of their leveraged commodity contracts. It’s called ‘driving out the weak hands’ because margin calls cause small investors to sell and take a loss, rather than investing more money,” Stuppler explained.

“This week, I expect to see central banks reporting their gold purchases for June. With the U.S. dollar at the current high exchange rate versus the Euro, Yen, and Yuan, it should be sizeable. Many of the world’s largest central banks are actively exchanging their U.S. dollars for gold,” Stuppler added.

“A benefit of the strong U.S. dollar-for-gold investors is the low premium on pre-1934 U.S. and foreign gold coins. It’s the lowest it’s been in 20 years,” he pointed out.

PNG announces improved dealer’s insurance

The enhanced plan approved by the PNG Board of Directors is with Willis Towers Watson, a global leader in coin, currency and precious metals insurance brokerage,” explained PNG Executive Director Robert Brueggeman.

Provisions of the new insurance program for dealers include:

  • Automatic PNG members Insurance Premium Discount.
  • Employee theft coverage.
  • Elimination of weekend or holiday restrictions for Federal Express.
  • A “No Claims Bonus Credit” payable at the end of the Policy term for remaining loss free.
  • New Loss Settlement and Valuation wording providing extra coverage and peace of mind.

PNG Day 2018 Plans Announced

(Temecula, California) May 9, 2018 — The Professional Numismatists Guild (www.PNGdealers.org) will conduct a one-day public show, Monday, August 13, 2018, in Philadelphia. The first 50 public attendees at the PNG Day show will each receive a certificate good that day for $100 off any retail purchase of $500 or more from a participating PNG member-dealer.

Representatives of Numismatic Guaranty Corporation (www.NGCcoin.com), the official rare coin authentication and grading service of PNG and the American Numismatic Association, and representatives of Professional Coin Grading Service (www.PCGS.com) will be on-site to accept submissions during the show.

The show will be open to the public from 11 am to 5 pm.

Michigan Student Wins 2018 PNG YN Scholarship

(Temecula, California) April 11, 2018 – A Michigan State University economics major, Andrew Blinkiewicz, 21, of Kalamazoo, Michigan, has been selected by the Professional Numismatists Guild (www.PNGdealers.org) to be the recipient of the PNG’s 2018 Young Numismatist Scholarship.

“The PNG will pay for tuition, meals and five nights of dormitory accommodations so Blinkiewicz can attend one of the six-day sessions of the 2018 American Numismatic Association (www.money.org) Summer Seminar on the campus of Colorado College, site of the ANA headquarters, in Colorado Springs, Colorado,” explained PNG Executive Director Robert Brueggeman.

A member of the Kalamazoo Coin Club and currently the Secretary of the Michigan State Numismatic Society (www.michigancoinclub.org), Blinkiewicz said he “caught the collecting bug” at the age of 13 from his grandfather. Today he enjoys collecting Walking Liberty half dollars and Swiss shooting medals among other numismatic items.

Blinkiewicz wants to eventually become a professional coin dealer, and during the summer of 2017 he worked as an intern at Heritage Auctions in Dallas, Texas.

“Summer Seminar provides me with another step toward a full-fledged career in numismatics,” he stated. He plans to take the advanced coin grading class during the 2018 ANA Summer Seminar.

“This is the 14th consecutive year of PNG YN scholarships for the popular, annual ANA educational programs. The money to pay for the annual scholarship is administered from the PNG’s Gerald Bauman Memorial Fund. Bauman, who died in 2001, served for many years as a prominent coin dealer with Manfra, Tordella & Brookes in New York City,” explained PNG President Barry Stuppler.

Abe Kosoff Founders Award: Presented to a PNG member-dealer with steadfast dedication to the entire numismatic community and who has made a significant contribution to the Guild or to the numismatic fraternity in general the past year. Sol Kaplan Award: To recognize efforts and contributions in combatting crimes against the numismatic community, this award is presented to someone who has given their time in an attempt to rid the profession of fraud and thievery. The award is jointly presented by the PNG and the Lewis M. Reagan Foundation. It is named after a former PNG President and Ohio dealer who was personally responsible for the apprehension of several people suspected of committing numismatic-related crimes. Robert Friedberg Award: Presented to an author in recognition for an outstanding book or other literature. Named in honor of a publisher and author of numismatic reference books, this award is not automatically given each year. It is only given when there is deemed to be a worthy recipient or recipients.
